My brother wants to take his Nissan Murano 2005 with him to Qatar when he travels later this year, but was told it wasn't possible, as Qatar doesn't allow cars older than 5 years to be imported into the country, is this true, and if so, are there any workarounds?

The lastest car he can import would be a 2006 model vehicle. Other then that it's pretty much impossible.
If your brother is moving here and keeping his UAE Visa valid then he can drive it in Qatar on UAE plates. When it comes time for registration he can get it checked in Doha and send the Paperwork to Dubai and get someone to get it approved and registered without having to drive the car back to Dubai.

transfer the name to your car ozi and let your bro take it to qatar and let him drive there on uae plates and
when the reg expires let him bring it back its not a long drive
