Driving License in Sharjah, Private or Government?

Hello Guys,
Im Adam , & im new to this Forum
I finally want to open up license file
!!
And im going for Manual Transmission and in Sharjah
I need your suggestions where should i go , Private or Government??
and can you all say how much it gonna cost ( cash+ how many months)

If i remember correctly it cost about 2000 if you already have an auto licence and about 6000 if its your first.(Thats for dubai, im guessing sharjah will be close to it)
My friend had his manual licence from Sharjah and didn't have a pleasant experience.

sharjah police is freakin mad that they simply make people fail in the final road test with made-up reasons!
