Guys, in this camera, which one's the aperture and which one's the flash?

While doing 100 today on a 80 road where the camera flashes at 100+ (this is the DIFC exit from Business Bay), I may have done 101...and I saw the lower part shine. I know there's supposed to be a bright flash, the sort that you may see when you're dead (prolly), but this was just the light reflecting type.

I just paid AED 610 for a speeding fine yesterday on my Tiida and would hate to do it again so freakin' early...and it was my brother's car!

Can someone help to find Al Jazaer Road in dubai? I got a fine from Dubai Police exceeding speed limit and image of number plate is also there. But I don't know where this road or street is?
