I am going to suggest the standard setup.
You will have decent quality and product. (This is not top of the line system)

We will do the following to keep you in budget
(This will work only if the HU meets certain quality standards)

Step 1
(You should possible bust that 1500 buck here)
1) Custom amp wiring kit installation.
1) Add Mono block Amplifier
2) Add Single woofer in ported enclosure

Step 2
After that you should prolly look at
(Another 1500 bucks here)
1) Replace HU with Pioneer
2) Add Component speakers atleast Boston Acoustics
3) Add Mid bass speakers or oval speakers.

Step 3
And then later on you could
(Another 1500 Buck here)
1) Add additional amplifiers for the speakers
2) Sound proofing as required

Note:

1) Price estimation in each stage is for the hardware alone. Installation charges will be extra.
2) Standard system setup having quality products aiming for SQL setup.
3) Doesnt not include customization, only standard fitment. Customization based on vehicle and end user request.

How does that sound dude?
That around 6grands including installation for a cool setup (Around 1500 W RMS, 3000W Max setup).

Now if you want to go one step lower, its possible too...

We will use basic amps and components.
