Camry 2004 signal issues

Hey guys, A few month ago we had to change our headlights, cause of an accident, since then i have noticed that the signal are blinking real fast on both sides, but when i switch on the parking lights it goes fine just like before.
Can anyone help?
I also heard that the signal go fast when there is a bulb blown or something. Can this be the case even with the fog lights? like if the fog light bulbs are blown the same thing can happen?
Or may be the body part dude messed up somehting when putting in the headlights?

It could be two things

Your bulb is going out

or

Your relay feeding the bulb is giving up.

Other lights, like fogs and headlights. Would dim or go out completely and won't flash like a turn signal or blinker in general would.

can you guide to to where is the bulb relay under the hood? i mean i know the fuse box under the hood i tried locating it but couldnt. can ou help me?
