Is RTA still passionate about implementing the law that bans 15+ year old cars & ownership transfer of 10+ year old cars?

i've no idea what UAE has in mind .... have any of you been to Texas? its sunny today, thunderstorms tomorrow ----> unpredictable !!! but with the Metro about to be let out of its leash, i fear some sort of plan in the brewing to reduce cars on the road. Maybe higher registration fees, passing fees, insurance?, salik, parking?
