That is absolutely doable. However, I doubt that they will be able to transfer OR re-register the UAQ/RAK LHD-converted cars in AD. As far as I have tried doing that before, it should be a tough job to get that done, especially in Abu Dhabi.
Yup, there's no problem "importing" a car from any other Emirate, as long as it has vaild reg in that Emirate and it passes the Abu Dhabi ADNOC inspection as it stands (ie, not based on what it was before, just based on what it is today).

The inspection is strict, though, as it is a "fresh inspection" and not simply "renewal".

The procedure does have a few problems. Here it is:

Buyer and Seller go to the Emirate of registration and do the ownership transfer (no inspection) and issue "export" plates with 3-day insurance. Buyer pays money and drives to Abu Dhabi Emirate. Within 3 days Buyer goes through ADNOC inspection and with passing paper then registers as usual with insurance and visa sponsor letter.

The problems can be two kinds. If the ADNOC inspectors fail the car because the details on the export paper do not match the car (colour, chassis no., engine no., number of passengers, etc.) or because there is a non-repairable mechanical problem (chassis damage, etc.) or because it is stated this was a "cancelled car" or LHD conversion or similar - IF this happens the new Buyer can be in trouble because he legally already owns the car and has already paid.

Abu Dhabi ADNOC will stamp "return to origin" on the passing paper, and the car cannot be registered. The Buyer must take it back to the Emirate of origin, find the Seller to come to the Traffic Police, transfer the car back into his name and return the money!

So, the solution to this problem is insist that the car pass inspection in the Emirate of origin before buying it, even if it is not required. Everybody will say it is not needed - the Seller, the traffic police, the inspectors - just insist.

The good news is that if the car has been modded (engine swap, whatever) and it passes the inspection at the Emirate of origin, you can have those mods added to the export paper, so that when you get to Abu Dhabi (and it passes inspection) you have a legally modded car.

Abu Dhabi and Dubai traffic police do not share registration database (not sure other Emirates, but I suppose same same) - this means the only thing the Abu Dhabi reg people see about that car coming in is the export paper - no other history at all.

So make sure you understand exactly what's on that export paper. It must not say LHD conversion, or V8 LS1 engine swapped in or any other note that will cause ADNCO to fail it - plus, it must pass regular "fresh" inspection.

How are you all ?

I have a 1994 Nissan Skyline GTSt-R33 that is registered in my mothers name, but it has been espired for 2 years now because i am studying in America, and i lost the Mulkiya.

I was wanting to know how to get a mulkiya, and renew the car in my name while getting it registered !!!

Please help me out.

Aleikum As Salaam,

You will only have to pay charges for lost mulqia that are around Dhs.300+ plus mulqia renewal charges since the registration has expired for over 2 years.
Since the car is already registered, you will have no problem in transferring it on your name, only in UAQ. Transfer to any other emirate is not possible since new registrations for converted cars is closed in all emirates.

As far as I can say, bringing a car from other emirate to abu dhabi can be tricky becoz the test process is much stricter and hence the car that might have passed from Sharjah could fail here.

Your best bet for modded car would be have all the details in the paper.
And since last year the federal system was implemented and hence the details of vehicle are shared among emirates except dubai.

hey everybody , this post cleared up alot of things for me, but i was wondering, if lets say a car is already registered in RAK under an local's name, and he wants to change it to a name of an expat which isnt a resident of RAK, is that possible ? i mean my residency visa is from sharjah, and i was wondering if i could get the cars owners name changed to mine in RAK? thanx alot , if not, what do you guys suggest i should do ?

you can only register a car in any particular emirate if you have a visa of that emirate on a tenancy contract on your or your parents name in that emirate (being an expatriate)... locals have the comfort to register as many cars in any emirate...

your best option would be to keep it on the sellers name and get a Mubaya (Sale agreement/document) which is not very safe, as the mulkiya is better proof of the cars ownership... if you have a trustable emarati friend or an expatriate relative with a RAK/UAQ visa for registration respectively, transfer it to his name and then you dont even need to keep a mubaya if you know he wouldnt screw you...

is there a possibility to get a paper from the court ,or the police, that says the car will be wholly driven by me and has nothing to do with the person who's name is on the mulkiya ? in other words ,anything that happens to the car or any problems,fines, will be the responsiblity of the new buyer? somebody once here was talking about paying off some people to get it registered , is that in the muroor ? or where? is that possible ?

@gtrforever - like rashood said,all you need is the mubaya aka bill of sale which will outline all ur clauses in it. you can write anything in it, eg. if the car doesnt get registered next year the previous owner has to pay such and such money back to me.
we use the same concept here in canada, so basically think of it as a contract and the rest is on ur luck trying to get the car registered.

you can make any number of papers but the mulkiya still proves that the car belongs to that person, so that means, if he is not straight - he can cause you a lot of troubles...

simply find a relative with UAQ/RAK visa or a trust able local...

This is an issue of a friend of mine. He found a 1993 Supra Converted RHD to LHD. Saw the car liked it decided to buy, but since the car is converted it doesnt get registered in Dubai anymore ,i.e where his VISA is , so is his parent's VISA too. But the Seller registered the car in UAQ 6 days ago and told my friend that he will use his 'wasta' to register the car in UAQ itself on my friend's dad's name, is that possible ? Another Issue is even if that is possible, after a year's time, when my friend has to renew the registration and pass the car will the UAQ registration department make the car fail since after 1 year the seller's wasta doesnt remain?? How is the Passing and renewal process of UAQ? I need Reply to this ASAP because he is planning to buy the car in a day or two. Thanx

1. I am not sure about being able to register a car without having a visa of the same city.

2. Even if it is possible to do, you won't have any problems while renewing the registration. I would advice you to retain the initial registration documents in case you have trouble renewing because of the owner's visa not being of the same city.
